fix: single account Collapse with no Expand

• Added canCollapse/canReorder = count > 1 checks
• Buttons render only when allowed(passing the checks)
• Effect forces collapsed=false and editMode=false automatically

when count ≤ 1

• Refactor to follow style-the lambdas to have braces
• Remove redundant stackPreview
