Initiating actor: Admin

Description

This use case allows an Admin to review a VetClinic’s submitted application form and decide whether the clinic can join the system. The Admin opens the application, checks the submitted details and either approves or denies the request. If approved, the system registers the clinic as an active VetClinic in the platform and updates the application status. If denied, the system records the denial decision and reason and updates the application status accordingly.
