Added a report for transactions exceeding current limit

In prototype backend:

• Added a new GET endpoint for getting all the transactions that exceed the current limit of transaction account it targets

In prototype application:

• Added a new option in the reports menu for the new report
• Implemented the function get_exceeding_current_balance() which will be called once the option for this report is being selected in the menu
