Added a report for transactions exceeding total limit of all accounts

In prototype backend:

• Added a new GET endpoint for getting all the transactions that exceed the total limit of transaction accounts

In prototype application:

• Added a new option in the reports menu for the new report
• Implemented the function get_exceeding_total_balance() which will be called once the option for this report is being selected in the menu
